On 2 October 2026, the Department of Law of the Università degli Studi di Ferrara will host the Final Conference of the Jean Monnet Chair “Verba volant, sed imperant?”, dedicated to the normative dimension of EU communication.

The conference will examine the legal relevance of EU communication and its potential normative implications within the EU legal order. It will explore the role of communicative acts by EU institutions and political actors — including press releases, public statements, announcements, and social media communications — in shaping institutional practice and legal dynamics.

The call invites contributions from scholars and practitioners on the themes addressed by the Chair. Selected papers will be presented at the conference, which will bring together speakers from academia and EU institutions. The event will be chaired by Judge Massimo Condinanzi (Court of Justice of the European Union) and will feature, among others, Michal Bobek and Eleanor Spaventa.

EU institutional communication — including press releases, public statements, announcements, and social media posts — may, in specific contexts, have legal relevance beyond its purely informative dimension. The call particularly welcomes contributions from early-career scholars and practitioners on the themes of the Chair.
